License Eligibility
Two years of full-time teaching experience or two years of school counselor experience is required in an accredited school while holding an Indiana Instructional or School Counselor license as required under 511 IAC 15-6-28. Experience gained while teaching under an Emergency Permit, Transition to Teaching Permit, Career Specialist Permit, Charter School License, or Workplace Specialist II license will not count. Additional Indiana Building Level Administrator licensure requirements are included below.
Program Eligibility
The Building Level Administrator licensing program requires six (6) graduate core educational leadership courses offered over three semesters, with a one (1) credit internship each semester (total of three [3] credits) for a total of 21 credits for the license. The master’s degree will continue to be required. Therefore, 30 credits total are required. Graduate students must maintain a minimum GPA of 3.00/4.00 and a C- or above in all Professional Education courses.
1All courses have been mapped to the National Educational Leadership Preparation (2018) Building Level Standards and the coordinating Indiana School Leader – Building Level Educator Standards (2010).
2If the candidate already holds a master’s degree the 21 core credits will be required to earn the license. If an additional master’s degree is desired the 21 core credits can be used as a pathway to earn a MSEd in Educational Leadership and Policy Studies.

511 IAC 15-6-28 Building level administrator

Sec. 28. (a) The content area “building level administrator” shall appear on the license if the department determines the applicant meets the following requirements:
- Successfully completes the building level administrator’s assessment under 511 IAC 15-7-2.
- Holds an initial, standard, provisional, proficient, or accomplished practitioner license with at least one (1) content area required under:
- 511 IAC 15-1-1 [Elementary school setting];
- 511 IAC 15-2-1 [Secondary school setting];
- 511 IAC 15-3-1 [Preschool through Grade 12];
- 511 IAC 15-4-1 [Early Childhood Education school setting];
- 511 IAC 15-5-1 [Middle school setting]; or
- section 34 of this rule [School Services: School Counselor]
- *Has a minimum of two (2) years experience as a teacher.
- Successfully completes an approved program in building level administration.
- Shall obtain a master’s degree or higher.

All Purdue University Teacher Education Program, degree-seeking program (if applicable), and Indiana Department of Education requirements must be met for recommendation for Indiana licensure.
After all requirements are met, Purdue Teacher Education Program completers will be considered eligible to apply to the Indiana Department of Education for administrative licensure under REPA 3 in:
