Office of Teacher Education and Licensure
Welcome to the Office of Teacher Education and Licensure (OTEL). Our team is here to serve current and prospective undergraduate and graduate students, alumni, current educators, as well as faculty and staff. We serve as your licensing officer, advisor, liaison, and advocate between Purdue University, the Indiana Department of Education (IDOE), and other state and international licensure boards and agencies for the length of your career. The OTEL team provides reliable, career-long guidance on Indiana teacher education and licensure standards, rules, and procedures. We certify your Purdue program completion for Indiana and out-of-state licensure, and OTEL will also maintain your licensure portfolio for life. Joy serves as the Director of the Office of Teacher Education and Licensure (OTEL). Joy is tasked with providing leadership and oversight to OTEL staff and personnel, while also driving Teacher Education and all licensure programs forward. As a former junior high STEM teacher and a licensed educator, elementary/secondary principal, and district level superintendent, Joy is passionate about the educational needs of children and families and serves to ensure the highest professional and licensure standards for educators by providing guidance and mentorship to our future and current educators and leaders.

As the Senior Licensing Advisor/Officer, Karen brings an extensive and in-depth knowledge of Teacher Education programs at Purdue University, and can provide clarification and articulation of national, professional, and state standards and related licensing and accreditation requirements. With over 20 years’ experience in the College of Education, Karen successfully advises and guides students, Academic Advisors, faculty, and staff on initial and advanced teacher preparation programs, licensure requirements and processes. Karen is also an active participant in her community, volunteering her time and resources to local organizations that focus on animals and/or children.

Serving as the Graduate Administrative Assistant since January 2022, Liu provides professional support to the Office of Teacher Education and Licensure for program accuracy and compliance, student progression, record maintenance, data requests, research, reporting, and special projects for admission, retention, licensure, and accreditation purposes. Liu is also a doctoral student in Learning Design and Technology program in the College of Education.
